USB device not recognized on Windows 7

I am getting a recurring message on my Windows 7 PC that simply says "usb device not recognized." Are there drivers that I can install to fix this problem?

USB port is only for an external power supply, AFAIK

I'm getting the same annoying message on my Win 7 PC. I found this on the web:

If the main suggested solution (remove PC power cord) does not work, search the page for the commenter, "Rakesh".
I've not tried either solution yet as I need to wait until I'm at a point where I can power my system down.
