add an "hour condition" to the internet interface

I'm adding a photosensor to the Breakout sensor to check if indoor lights are on or off
It could be userfull to add an "hour condition" to the internet interface like :
when breakout is closed and local time is after 11 Pm... then send an email

This sounds cool, I would also say an update between 8:00 and 5:00 m-f to monitor certain things while at work.
